Chief Secretary, Shri Atal Dulloo, today reviewed the preparedness of the Labour & Employment Department for implementation of the four Labour Codes enacted by the Government of India.
The meeting was attended by senior officers from the Labour & Employment, Law and other concerned departments. The Department presented the status of rule-making, institutional preparedness, digital integration, awareness initiatives and the roadmap for operationalising the new labour law framework across the Union Territory.
The Chief Secretary said the Labour Codes represent a transformative reform that would strengthen labour welfare, social security, industrial harmony and ease of doing business. He appreciated the Department’s progress and directed it to expedite notification of the remaining Rules, strengthen coordination with the Government of India for digital integration, constitute the statutory Boards and continue awareness programmes for workers, employers and other stakeholders.
Secretary, Labour & Employment, Kumar Rajeev Ranjan, said the four Labour Codes replace 29 Central Labour Laws with a simplified, transparent and technology-driven framework aimed at improving labour governance while enhancing ease of doing business. He informed that Jammu & Kashmir is among the leading States and Union Territories in advancing the statutory rule-making process.
Labour Commissioner, Charandeep Singh, informed that Rules under all four Labour Codes have been framed. While the Industrial Relations Code Rules have been notified, the Occupational Safety, Health and Working Conditions Code Rules are at the final stage of notification. The Rules under the Code on Wages and the Code on Social Security have been pre-published and are undergoing the statutory consultation process.
The meeting was informed that 617 Information, Education and Communication (IEC) camps have been organised across all 20 districts, reaching nearly five lakh workers, employers and other stakeholders. Additionally, 283 capacity-building programmes have benefited over 7,200 participants.
The Department also outlined its implementation strategy, including establishment of a Project Management Unit, deployment of block-level Shram Sahayiks, strengthening of IT infrastructure, integration with national labour portals and institutional capacity building. A proposal of ₹10.44 crore has been submitted to the Finance Department to facilitate mission-mode implementation of the Labour Codes across Jammu & Kashmir.
