The Meteorological Department’s reassurance that there is no major flood threat in Kashmir has brought much-needed relief to anxious residents. Yet, the very fact that every spell of heavy rain now triggers widespread concern speaks volumes about the fragile relationship between the Valley and its waterways. The fear is no longer born merely out of weather forecasts; it is rooted in lived experience.
For the people of Kashmir, rain is no longer viewed simply as a blessing. It has become a source of anxiety. A few hours of intense precipitation are enough to set alarm bells ringing. Residents begin monitoring river gauges, social media fills with videos of swollen streams, and families living along vulnerable stretches remain on edge, hoping the situation does not spiral into another catastrophe.
The reason is evident. Kashmir’s network of tributaries, nallahs and drainage channels reaches its carrying capacity with alarming speed. Water that should naturally flow into larger channels often struggles to find its way because of silt accumulation, encroachments, inadequate maintenance and ageing drainage infrastructure. Within hours, local streams overflow, low-lying areas are inundated and the mighty Jhelum begins to swell, reviving memories of disasters the Valley would rather forget.
While emergency responses have undoubtedly improved over the years, emergency response alone cannot become the strategy. The real question is whether Kashmir possesses a comprehensive, long-term flood mitigation plan that matches the realities of a changing climate. The Valley cannot afford to move from one weather advisory to the next without addressing the structural issues that repeatedly expose its vulnerabilities.
One area that deserves serious attention is the management of the Jhelum and its tributaries during the lean winter months. When water levels are at their lowest, there exists an opportunity to undertake systematic dredging, remove accumulated silt and restore the river’s carrying capacity. Such work is far more practical and effective during periods of low flow than when the monsoon has already arrived. A deeper, better-maintained river channel can absorb larger volumes of water and reduce the pressure during periods of intense rainfall.
Similarly, flood spill channels, wetlands and natural floodplains require continuous restoration and protection. Wetlands are nature’s own reservoirs, capable of absorbing excess water before it reaches densely populated areas. Their degradation has weakened one of Kashmir’s strongest natural defence mechanisms.
To be fair, the authorities are not standing still. Monitoring systems are stronger, weather forecasts have become more accurate, disaster response agencies remain on alert and coordination among departments has improved. These are important achievements. But the recurring scenes of waterlogging, overflowing tributaries and public apprehension suggest that these measures, though necessary, are not yet sufficient. Preparedness must evolve beyond response into prevention.
Climate change has altered rainfall patterns across the Himalayas. What were once considered exceptional weather events are becoming increasingly frequent. Infrastructure designed decades ago cannot be expected to meet today’s challenges without significant upgrades. Planning must therefore be guided not by historical averages but by future climatic realities.
The Valley deserves more than seasonal assurances. It deserves a vision that extends beyond the next spell of rain, a vision built on scientific river management, integrated urban drainage, wetland conservation, regular dredging, strict regulation of floodplains and sustained investment in resilient infrastructure.
Until such a roadmap is fully realised, every dark cloud over Kashmir will continue to bring with it not just rain, but an unsettling question: Is the Valley truly prepared for what may come next?
