December 8: Srinagar Police on Monday said that multiple hotels, a homestay and several houseboats have been booked for violating mandatory Form-C reporting norms under the Immigration & Foreigners Act during routine checking and scrutiny carried out across the city.Police said that Hotel Blossoms, Hotel Grand MS and Hotel Golden Forest were found to have allowed foreign nationals to check in without submitting Form-C to the Foreigners Registration Office.
Hotel Khyber in Khayam was also found violating Form-C requirements and failed to produce proof of submission despite repeated instructions.
IMY Home Stay in Nowabagh Bagwanpora, owned by Mohammad Aslam Baktoo, was found operating without Form-C compliance for a foreign guest from Israel, with the management allegedly concealing the stay.
In another case, house owner Mohammad Ashraf Zargar of Vakeel Colony, Brein, was found in non-compliance with mandatory reporting.Police further stated that several houseboats—including Floating Castle, Best View, Crystal Palace and Lake Palace—were also found violating mandatory Form-C norms while accommodating foreign nationals from Taiwan, Russia, Romania and Spain.
Accordingly, FIRs numbered 65/2025, 57/2025, 60/2025, 101/2025 and 94/2025 under various sections of the Immigration & Foreigners Act have been registered at the respective police stations.
Police said that further investigation is underway to identify forward and backward linkages in all cases, and reiterated that all hotels, guest houses, homestays and houseboat operators must strictly adhere to Form-C submission rules when accommodating foreign nationals, warning that non-compliance will invite strict legal action.
